Dubai Unveils AI-Powered ‘Emirati Family’ to Transform Digital Communication

In a groundbreaking move that positions Dubai at the forefront of digital innovation, the city has launched the world’s first AI-generated ‘Emirati Family’, a pioneering initiative by Digital Dubai that blends artificial intelligence with local culture to enhance how government messaging is delivered to the public.

Dubbed as a first-of-its-kind initiative, the project introduces interactive AI characters designed to humanize digital services by presenting them in relatable and culturally resonant formats. The initiative is part of Dubai’s broader vision of evolving into a global smart city and enhancing public connectivity with technology-driven governance.

This initiative aligns with Dubai’s position as the 4th-ranked city on the 2025 Global AI Cities Index, published by Counterpoint Research—ranking ahead of traditional tech hubs like San Francisco, and standing as the sole Middle Eastern metropolis in the top 5, alongside Abu Dhabi in the top 10.

The project sets out to create a familiar, narrative-driven interface that breaks down the complexity of government services and policies, making them more interactive, transparent, and understandable to the general public.

First Character Revealed: “The Girl”

The rollout started with the introduction of the family’s first digital member, referred to as “The Girl.” She appeared in a short video set in a park, portrayed as cheerful and approachable, dressed in traditional Emirati attire with a contemporary flair. Her visual presence was carefully crafted to resonate with both children and families, aiming to foster comfort and curiosity around government messaging.

In an engaging twist, Digital Dubai invited the public to take part in naming the character, encouraging citizens and residents to vote among three options: Dubai, Mira, or Latifa. This move not only deepens public involvement but also supports the city’s ongoing agenda of making AI integration a part of daily life.

The Concept: AI Characters as Digital Ambassadors

Every member of the virtual Emirati family will serve as a digital ambassador, acting as a user-friendly channel for sharing:

  • Public announcements
  • Government policy updates
  • Smart service promotions

These characters are developed using advanced AI algorithms and data science, focused on delivering multilingual, inclusive, and emotionally engaging content across various platforms.

Additional family members—including a mother, father, and brother—are scheduled for release, each designed to reflect facets of modern Emirati society and help narrate Dubai’s digital journey in diverse and relevant ways.

Purpose: Bridging Culture, Technology, and Governance

Unlike traditional communication tools, the AI family is tailored to different segments of society and offers a visual storytelling experience centered around familiar cultural themes. Content will be delivered through:

  • Culturally familiar scenarios for local and regional communities
  • Multilingual interactions for overseas residents and tourists
  • Interactive formats to appeal to children and youth

By providing a human-like layer to what are typically abstract services, this initiative aims to increase trust, nurture dialogue, and simplify access to essential information—while reinforcing core Emirati values of family, communication, and innovation.

With this initiative, Dubai cements its place among global pioneers in AI adoption. According to the 2025 Global AI Cities Index, the top-ranked AI cities are:

  2. Seoul
  3. Beijing
  4. Dubai
  5. San Francisco

Dubai’s strategy coincides with a regional wave of AI developments. In 2023, Kuwait introduced the Arab world’s first AI-powered news presenter, named Fedha, through Kuwait News. Fedha—characterized by her light hair and modern look—served as a media experiment meant to challenge the norms of journalism in an evolving AI-driven information landscape.

On another frontier, Dubai AI Week 2025 offered glimpses into a transformed future of work. A panel discussion featuring Gartner predicted that by 2027, digital employee twins—AI versions of real office workers—could become essential to workplace environments. This raises new conversations surrounding data rights, job ownership, and intellectual property in AI-powered economies.
